Rework objectives

Cyclical objectives are broken and need to be reworked.

• Fix cyclical objectives exponential duplication that could cause some Talers accounts to stop working.

• All objectives should be linked to an user rather than a project (while we don’t have shared objectives).

• Add a new view for cyclical objectives, showing the results by period in a graph.
